Easy method to highlight face using spotlight in photoshop:
Open a new file and Place the required image over it.
Go to Layer->New Adjustment Layer->curves.
Adjust the wave as shown below.
Create a new layer from the layer palette and select the elliptical marquee tool.
Using this tool mark the place where the spotlight is needed.
Select Edit->Fill. Select the content to be white in colour.
Press Ctrl cmd+D.
Go to Filter->Blur->Gaussian Blur. Let the radius be around 50.
In the Layer Blending mode option, select overlay as shown.
And you are done.
